Center for Homeland Security Training

There are a wide range of courses designed to provide assistance to not only entry-level law enforcement officers, but also to their superiors and other city and county officials. All training courses are POST and CEU certified for officers who successfully complete each course. The following courses are a sample of the types of training offered through this program:

Community Awareness for Public Safety

Community Awareness for Public Safety

The goal of this course is to teach basic security skills to non-law enforcement personnel. This training is particularly valuable for those who work at theme parks, sporting arenas, malls, and other target-rich environments. The cornerstone of CAPS is behavioral assessment training. Participants will learn to recognize certain behavioral characteristics that are commonly exhibited by individuals who have harmful motives. This includes a lesson on surveillance indicators – clues to suggest that someone is surveilling your organization/establishment in preparation for a future attack or other criminal activity.

Participants will also gain a basic understanding of threat and vulnerability analyses, and learn simple security precautions that everyone can take to be safer in the workplace. CAPS also discusses layers of defense and supports the idea that security is everyone’s job.

The skills acquired during this course can be implemented quickly and easily in any work environment. There is no equipment to purchase or maintain. There is no physical element to this training. Employees need only to be able to observe their surroundings and report those observations to the appropriate person when necessary.

CAPS is a four-hour course and is offered in a two-day package. Over the course of the two days, the host agency will receive three sessions of CAPS training and one CAPS Train-the-Trainer session. Each CAPS session can accommodate up to 40 participants and each Train-the-Trainer session can accommodate up to 20 participants.

CAPS was developed from training materials that have been certified by the U.S. Department of Homeland Security.

Critical Incident Response

Critical Incident Response

Critical Incident Response is offered by LEIC on behalf of D-Prep, LLC, a California-based training provider. 

This course is designed as a Multi-Hazard approach to prepare Patrol Senior Field Officers, Sergeants, Lieutenants, and Executives to be effective leaders at a Critical Incident – barricaded gunman, hostage taking, terrorist act, disasters, etc.

The course is designed to provide a comprehensive review of current field tactics, with an emphasis on the use of a four-step Critical Incident Response Plan that will allow class participants to take command of any critical incident or disaster.  Participants will be exposed to case studies and will participate in tabletop exercises that will allow them to apply the Critical Incident Response Plan to a wide variety of emergency incidents facing local law enforcement agencies today.

Basic Homeland Security Training for Patrol Officers

This basic-level training is a POST-certified, 32-hour course. The course provides patrol officers with training on the skills and techniques required to properly detect, prevent, and respond to various acts of terrorism.
The course is composed of four modules. They include the following:

  • Defining and Understanding Terrorism
  • Community Policing and Terrorism
  • Combating Terrorism
  • Street Officer Safety and WMD Response

Threat and Vulnerability Assessment Training

This advanced-level training is intended for law enforcement supervisors and training officers. This 40-hour course is POST certified, and it provides officers with the essential skills needed to identify and respond to vulnerable targets and prospective threats of terrorism in their local jurisdictions.

Trainee Goals:

  • Describe different threat assessment methodologies.
  • Recognize, identify, and understand threats and weapons that terrorists use to conduct attacks.
  • Identify and glean information from the types of targets that terrorists have historically attacked and be able to distinguish potential targets in Tennessee.
  • Understand that terrorists pose an enhanced threat to critical infrastructure, information technology, and special events.
  • Describe a risk management approach to threat assessments and identify various preventive safeguards and measures to protect critical infrastructure.
  • Conduct and update a vulnerability and threat assessment of potential targets.

Terrorism Briefings for Law Enforcement Executives

This executive-level training is a POST-certified 16-hour seminar held in Nashville biannually for law enforcement chiefs, sheriffs, and other executive-level officers. The purpose of the briefings is to inform and network the capabilities of the various police departments and sheriff offices across Tennessee in order to prevent, deter, and combat potential acts of terrorism. Internationally respected homeland security experts share insight and intelligence those attending.

This professional development initiative is DHS certified and was established to help schools identify and adopt best practices in the area of school security and emergency preparedness. Using a broad, multi-hazard approach, the project addresses challenges ranging from school shootings to natural disasters to terrorist incidents. This joint effort is successful in training school authorities on methods by which to make their respective schools safer and more secure from the impacts of natural and fabricated disasters.

Training is delivered using a 3-tier model and includes:

Basic School Security and Preparedness Training

This level serves as a "train-the-trainer" course targeting both school staff and teachers. Representatives from various school systems across Tennessee may attend these training courses to better equip themselves to train their own school employees by offering similar workshops and best practice in-service programs.

Advanced Training for Building Administrators and Other Key Personnel

Tier Two is based on a security team approach. Participating school districts will send a multi-disciplinary team of four to five persons. Security teams typically are composed of central office staff, building administrators, transportation or facility directors, student support personnel, school resources officers, and other identified key personnel.

Class Size: 75 participants.
Certification: 16 hours of TASL, POST, or CEU credits.

Executive Seminars for Directors of School Districts

This level comprises a series of regional executive seminars to provide both directors of schools and superintendents with an overview of the Secured and Prepared Schools of Tennessee Program. Further, the seminar assists executives to identify best practices for their schools and to adopt appropriate policies for school security and emergency preparedness.

Transit-Oriented Screening of Passengers by Observational Techniques (TO SPOT)

Transit-Oriented Screening of Passengers by Observational Techniques (Approved for the State-Sponsored Catalog)

The goal of this course is to teach behavioral assessment skills to frontline transit workers, including bus operators, customer service staff, maintenance personnel, and any others who have frequent contact with the riding public.

Transit Oriented Screening of Passengers by Observational Techniques (TO SPOT) targets civilians who have had no law enforcement training. This course teaches them to recognize certain behavioral characteristics that are commonly exhibited by individuals who have harmful motives.

TO SPOT is a four-hour, DHS-certified course and is offered in a two-day package. Over the course of the two days, the host agency will receive three sessions of TO SPOT training and one session of TO SPOT Train-the-Trainer (TTT). DHS grant money can be used to pay for the course.

Participants who successfully complete the TO SPOT TTT will be certified by the LEIC to conduct TO SPOT training for their own agencies. All certified TO SPOT trainers will be provided with instructions for scheduling these deliveries as well as reporting attendance and performance data.
