Daniel L. Baker, Executive Director

Daniel L. Baker, Executive Director of the University of Tennessee's Law Enforcement Innovation Center (LEIC). Baker is a loaned executive from B&W Y-12 in Oak Ridge, TN.

Baker is a veteran police officer with twenty-five (25) years with the Dayton Police Department, Dayton Ohio where he held numerous command positions including Patrol Operations, Violent Crime Bureau, Organized Crime Bureau and Commander of the Hostage Response Team. Baker also served seventeen (17) years as Director-Manager of Nuclear Security organizations at U. S. DOE sites in Washington State, Ohio and Tennessee (Y-12) with B&W, Inc. He has over twenty-five (25) years training experience and consulting on hostage negotiations and tactics, crisis management, emergency management and workplace violence. He also served two (2) years as Executive Director of the Citizen Complaint Authority in Cincinnati, Ohio. Pursuant to a Federal Court Agreement in 2002, responsible for development of the entire program and independent oversight and investigation of the Cincinnati Police Department regarding allegations of excessive use of force, shots fired cases and death in custody.

Baker is a graduate of the University of Dayton with a Bachelor of Science in Criminal Justice and a Master of Science in Education. In addition, he received a Fellowship Grant from the University of Dayton for advanced studies of crime patterns involving selection of victims and the influence of time and distance. Results of these studies were published at the University of Southern California in the Journal of Sociology and Social Research. He is a certified Instructor, with the Ohio Peace Officer Academy in London, Ohio and at the U.S. Department of Energy Academy in Albuquerque, N.M.
