Donna Kelley
Program Manager
Donna Kelley joined the University of Tennessee’s Law Enforcement Innovation Center in August 2010 after retiring from the Knoxville Police Department. During her 31 years at KPD, she served as Operations Analyst, Personnel Director, Training Director, Field Training Evaluation Program Coordinator, Accreditation Manager, Peer Support Team Leader, and Patrol Supervisor. Kelley was a member of the Marine Unit, a firearms instructor, and a driving instructor. She also served on the training committee of CALEA and as President of the Law Enforcement Accreditation of Tennessee (LEACT).
Kelley is the Program Manager for the National Forensic Academy, a ten-week course to provide training for law enforcement forensic responders. She also manages related specialized training courses in DNA and crime scene management, including several web-based courses.
Kelley holds a Bachelor of Science degree in Criminal Justice from East Tennessee State University and a Master of Science in Criminal Justice from the University of Tennessee at Chattanooga. She is a graduate of the 184th session of the FBI National Academy.
