Mission Statement

To provide innovative and technologically based training and technical assistance (services) to law enforcement agencies and communities, meeting their ever changing needs as we move forward in the 21st century.

Strategic Plan (Calendar Years 2007-2010)

Goal one: Develop and strengthen training programs and technical assistance that enables law enforcement personnel and community officials to improve their knowledge, skills and abilities that enhances public safety.

Objective: Provide training and technical assistance to and for our clients

Measures:
  1. Record number of student "training days" by course
  2. Number of new courses/symposiums and conferences conducted
  3. Surveys
  4. POST and CEU certifications

Goal Two: Improve the capabilities and stature of the LEIC.

Objective: Execute actions that will result in enhanced delivery of service and infrastructure to support growth



Measures:
  1. Refine the core focus of LEIC balanced with new opportunities
  2. Move to Oak Ridge facility
  3. Establishment of specific new capabilities (Laboratory, crime scene rooms and related facilities).
  4. Utilize more Oak Ridge resources
  5. Establish partnership with Oak Ridge Police and Anderson County Sheriff

Goal Three: Identify and secure additional and sustainable funding for LEIC.

Objective: Maximize funding opportunities by building relationships and offering the best service and products available to funding agencies and partnerships



Measures:
  1. New Grants, contracts and partnerships established
  2. Work with IPS and legislative liaison to secure Line-Item funding
  3. Explore options for non-traditional students such as International, conferences attendees, criminal justice majors, etc.

Goal Four: Increase and refine the use of technology to enhance training

Objective: Provide on-line training options to clients

Measures:
  1. Design and deliver on-line courses (number of courses)
  2. Partnership with other agencies in cybercrime, science, on-line courses
  3. Develop user friendly marketing tools to attract new students and partners

Goal Five: To make the LEIC an employer of choice

Objective: Enhance professional development of LEIC staff and training facilitators

Measures:
  1. Percent of employees completing 32 hours of professional development training
  2. Complete scheduled Program Curriculum reviews
  3. Conduct staffing review for redeployment based on program/funding changes
  4. Cross train staff to be flexible, agile and responsive to short and long term impacts of funding
  5. Evaluate facilator training and it's delivery for effectiveness

Goal Six: Enhance service to Tennessee communities through IPS partnerships

Objective: Establish working partnerships with MTAS, CTAS and CIS on specific projects that strengthen and support IPS service delivery goals.

Measure:
  1. Demonstrated and documented efforts to collaborate with MTAS, CTAS and CIS.
